Shine a LightMartin Scorsese leaps into the madness of the Rolling Stones' organization in Shine a Light, barely controlling (in a most entertaining way) a documentary that culminates in the Stones' best concert on film. The movie's highly entertaining, pre-performance prologue finds a frazzled Scorsese trying to get a clue about the band's plans for a very special New York City date in 2006, a benefit hosted by Bill and Hillary Clinton. While Mick Jagger quibbles over concepts for the stage's set and peruses lists of possible songs to include in the show, Scorsese tries to figure out how to shoot something for which he has few production details. Everything falls into place eventually, and after an extraordinary meet-and-greet scene in which Jagger, Keith Richards, Ron Wood, and Charlie Watts catch up with the Clintons and sweetly introduce themselves to Hillary's mom, the Stones launch into a set that leans less heavily than usual on their greatest hits canon. Longtime fans are sure to appreciate the wealth of generally-untapped material from Let It Bleed ("You Got the Silver," "Live With Me"), Exile On Main Street ("All Down the Line," "Loving Cup"), and Some Girls ("Faraway Eyes," "Just My Imagination"). Jack White, Christina Aguilera, and Buddy Guy are on hand for memorable collaborations, but the Stones all alone are truly on fire in the relatively intimate setting of a small theater. Among the highlights is a sexy and even thrilling call-and-response between Jagger and ace backup singer Lisa Fischer on "She Was Hot," Richards' gracious and expansive solo on "Connection," and Jagger's witty take on "Some Girls" (which manages to skip over the controversial verse about "black girls"). She goes to boot camp, learning to fit in with the other soldiers with some help from her sidekick, Mushu, a wise-cracking dragon (voiced by Eddie Murphy). She trains, and soon faces the Huns eye-to-eye to protect her Emperor.

The film is gorgeous to look at, with a superior blend of classic and computer-generated animation. Directors Tony Bancroft and Barry Cook make the best of it: a battle in the snowy mountains is as thrilling as the best Hollywood action films. The menacing Huns are not cute but simple and bad. The wickedness is subtle, not disturbing. The film is not a full-fledged musical, as it has only five songs (the best, "Be a Man," is sung during boot camp). Eddie Murphy is an inspired choice for the comic-relief dragon, but his lines are not as clever as Robin Williams's in Aladdin. These are minor quibbles, though. The story is strong, and Mulan goes right to the top of Disney animated heroines; she has the right stuff. --Doug Thomas

China Telecom Profit Gains 12% on User Growth - Bloomberg

China Telecom Corp., the country’s biggest fixed-line carrier, reported second-quarter profit rose 12 percent as its mobile-phone unit increased its subscriber base by almost half.

Profit excluding gains from connection fees rose to 5.09 billion yuan ($796 million) in the three months ended June 30, from 4.54 billion yuan a year earlier, the Beijing-based company said in a statement on its website today. That was in line with the 5.05 billion-yuan average of six analysts’ estimates compiled by Bloomberg.

Chairman Wang Xiaochu has taken advantage of his Code Division Multiple Access, or CDMA, international network standard to attract new subscribers with smartphones including Samsung Electronics Co.’s Galaxy Ace and Motorola Mobility Holdings Inc.’s Moto XT800. Wang may strike a deal by the end of this year to become the second Chinese carrier after China Unicom (Hong Kong) Ltd. to offer Apple Inc.’s iPhone, according to UBS AG analyst Wang Jinjin.

“The CDMA business continued to drive up revenue growth,” Wang wrote in a report to clients on Aug. 8. “Compared with two to three years ago when China Telecom first started the CDMA business, the ecosystem of CDMA handsets has largely improved owing to China Telecom’s efforts.”

China Telecom rose 4.8 percent to HK$4.60 at the 4 p.m. close in Hong Kong trading today. The benchmark Hang Seng rose 2 percent.

Second-quarter sales rose 12 percent to 61.4 billion yuan, beating the 59.7 billion-yuan average of six analysts’ estimates.

The company now offers more than 100 smartphone models for the third-generation network, with many priced around 1,000 yuan, Wang said in the statement.

“In the first half of the year, we have achieved a critical breakthrough in 3G smartphones,” Wang said. “We closely followed the market momentum of mobile Internet services, leveraging the convergence of wireline and mobile services and riding on smartphone handset terminals.”

In the second quarter, the company’s mobile unit added 8.12 million users, boosting its subscriber base to 108.4 million at the end of June, up from 74.5 million a year earlier.

The company ranks third in wireless users in the Asian nation, behind China Mobile Ltd. (941) and China Unicom.

China Telecom entered the wireless market in 2008 by acquiring the smaller of China Unicom’s two mobile divisions in a government-led revamp of the Chinese mobile-phone industry.

China Mobile on Aug. 18 posted a 7 percent gain in second- quarter profit that beat analysts’ estimates after data traffic rose on demand for games and videos from smartphone users. China Unicom will report earnings tomorrow.

Vinegar contaminated with antifreeze kills Chinese Muslims at Ramadan meal - The Guardian

Vinegar tainted with antifreeze is suspected of killing 11 people and making a further 120 ill after a communal Ramadan meal in China's far western region of Xinjiang.

Investigators suspect the victims consumed vinegar that was put in two plastic barrels that had previously been used to store toxic antifreeze, the official Xinhua news agency reported.

It said the mass food poisoning occurred on Saturday night in a village close to Hotan city in Xinjiang, a region that borders Afghanistan and Pakistan. The victims were Muslims who were sharing an evening meal after the daily fast observed during Ramadan.

Xinhua said children as young as six were among the dead. One person was in a critical condition.

Authorities were still testing to confirm the source of the poisoning, it said.

China's food safety record has been battered by the rampant use of illegal or substandard additives by unscrupulous food producers. Milk powder laced with the industrial chemical melamine killed at least six children and made 300,000 ill in 2008. Producers added the nitrogen-rich melamine powder so their milk would seem higher in protein.

Revenge attacks using rat poison or other chemicals are also common in China, where access to firearms and other deadly weapons is tightly controlled. In April, three children died and 35 others became ill after drinking milk tainted with nitrite. An investigation showed that a local dairy farmer had put the poison into a competitor's milk supply.

Accidental contamination is also a problem, caused by poor hygiene, particularly in rural areas, and weak quality control by regulators.

MILAN/LONDON, Aug 22 (Reuters) - Italian oil company Eni led the charge back into Libya on Monday as rebels swept into capital Tripoli, hailing the end of Muammar Gaddafi's rule and warning Russian and Chinese firms of contract revisions.

Gaddafi's fall will reopen the doors to the country with Africa's largest oil reserves. New players such as Qatar's national oil company and trading house Vitol are set to compete with established European and U.S. majors.

"We don't have a problem with western countries like Italians, French and UK companies. But we may have some political issues with Russia, China and Brazil," Abdeljalil Mayouf, information manager at Libyan rebel oil firm AGOCO, told Reuters.

The comment signals the potential for a major setback for Russia, China and Brazil, which opposed tough sanctions on Gaddafi or pressed for more talks, and could mean a loss of billions of dollars worth of oil exploration and construction contracts in the African nation.

Shares in European firms -- Eni , Austria's OMV and France's Total -- rose by 3-5 percent, despite a modest fall in the price of oil LCOc1, on hopes the firms would be able to quickly re-establish output from Libya.

Italy's Foreign Minister Franco Frattini said staff from Eni, top producer in pre-war Libya, had arrived to look into a restart of oil facilities in the country's east as fighting between government troops and the rebels continued in Tripoli in the west.

"The facilities had been made by Italians, by (oilfield services group) Saipem , and therefore it is clear that Eni will play a No. 1 role in the future," Frattini told state TV RAI.

Before the war, OPEC member Libya produced about 2 percent of global oil output or 1.6 million barrels per day, and it has reserves to sustain that levels of production for 80 years.

A Reuters poll forecast it would take up to a year to restore Libyan output to at least 1 million bpd and up to two years to get back to pre-war levels.

"It will be some time before Libyan oil production resumes ... However, the prospect of resumed output from Libya will remove some of the political risk premium in the oil price," said Caroline Bain at the Economist Intelligence Unit.

AGOCO said that it was technically ready to start oil output in its two eastern fields, with capacity of 250,000 bpd.

"We have taken care of the maintenance. We have Libyan oil companies and can start anytime if security is approved. We can start without the foreign companies," said Abdeljalil Mayouf, information manager at AGOCO.

He added that security forces hired from the former Libyan army were already present at the fields and the firm was waiting for their clearance to start production.

BIG LOSERS

About 75 Chinese companies operated in Libya before the war, involving about 36,000 staff and 50 projects, according to Chinese media.

Russian companies, including oil firms Gazprom Neft and Tatneft , also had projects worth billions of dollars in Libya. Brazilian firms such as Petrobras and construction giant Odebrecht were also in business there.

Apart from Italian officials, other European politicians and oil companies were more reserved in comments on Libya.

"We are observing the current situation and further developments very closely. At the moment we are not holding any bilateral talks with the (National) Transitional Council," a spokesman for Austria's OMV said.

Other major player in pre-war Libya France's Total and Germany's Wintershall declined comment.

Analysts and industry observers have said Eni and Total could emerge as the big winners in post-war Libya due to their countries' heavy support for the rebels.

Big support from Qatar as well as oil trader Vitol, neither producers in Libya before the war, may also guarantee a chunk of reserves and influence goes to new players.

"Qatar will be a big player. Vitol might be an important one. Shell (RDSa.L) is also looking to boost its role," said a Western risk consultant with knowledge of negotiations. Shell and Vitol declined to comment.

Most global oil majors have taken a much more cautious approach to events in Libya. BP said it was planning to return to explore but gave no timeframe.

"We fully intend to return to Libya to fulfil our contract when conditions allow," said a spokesman for BP, which did not have production in Libya before the war.

U.S. companies such as Marathon , ConocoPhillips , Hess , Occidental pulled out of Libya at the start of the year and have had little direct involvement in the events there since then.

Biden says China, US share global responsibilities - BusinessWeek

CHENGDU, China

Vice President Joe Biden reassured China on Sunday on the safety of its U.S. debt holdings and said the United States and China need to recognize their mutual global responsibilities and ensure greater fairness in trade and investment conditions.

Biden brought a strong message of mutual interdependence on his visit to the southwestern Chinese city of Chengdu on the final day of a five-day visit to the world's second-largest economy and key U.S. trading partner.

And, as he did earlier in his visit, Biden endeavored to ease China's concerns over its $1.2 trillion in U.S. Treasury holdings despite the massive U.S. deficit and downgrading of America's credit rating, saying, "You're safe."

"We could not afford not to make good" on U.S. commitments, Biden told students in a question-and-answer session following a speech at Sichuan University.

Biden noted that the interest rate on Treasurys fell following the downgrade, making them more sought-after than ever.

"If the world thought, my God, they've been downgraded and they're not going to make good on their debt, it would not have been viewed as the safest haven in all the world to invest. We are still the single-best bet in the world in terms of where to invest," he said.

Since Americans own 85 percent of the national debt, any politician that defaults would have to disappoint them, and "no politician wants to do that," he said.

Biden emphasized the frequent exchanges between President Barack Obama and Chinese President Hu Jintao along with government officials in the political and economic field. He said there needed to be more exchanges between their civilian and military leaders over security issues, especially on cybersecurity and maritime issues where the sides view matters from different perspectives.

"The fact is, China and the United States face many of the same threats and share many of the same objectives and responsibilities," Biden said. "Our generals should be talking to each other as frequently as our diplomats."

Military-to-military exchanges have a troubled history, with China suspending them to register its anger at U.S. actions on the political front or toward Taiwan, the U.S. ally Beijing claims as its own territory. Though revived last year, they face a new threat when the U.S. announces on Oct. 1 whether it will provide new F-16 warplanes to the island.

Biden said the U.S. and China both need global stability, including preventing Iran and North Korea from obtaining nuclear weapons. He also reasserted that the U.S. will remain a Pacific nation in the future, saying that the American presence had benefited regional stability and allowed China to focus on economic development.

"Asia and the United States are not separated by this great ocean. We are bound by it," he said.

Biden said he recognized frustrations among many Chinese businessmen and officials at the time needed to obtain visas to visit the U.S. and said Washington was working on improvements.

But he said U.S. companies continue to face major investment barriers in China, a frequent complaint among the business community here. He said U.S. businesses were locked out of entire fields and face "restrictions that no other major economy imposes on us or so broadly."

Chinese and U.S. prosperity is key to reviving the global economy and no serious problems can be resolved without Beijing and Washington at the table, Biden said.

"We're the two biggest engines in the world to be able to do that," he said.

The U.S. relishes competition from China and hopes for continued Chinese prosperity, with the $110 billion in U.S. exports to China last year generating hundreds of thousands of jobs, Biden said.

Biden was to spend the rest of the day Sunday visiting sites with his Chinese counterpart, Xi Jinping, who is expected to become the country's next leader.

Local Vietnamese protest alleges Chinese oppression - Calgary Herald

The Calgary Vietnamese community stood united on Sunday afternoon in protest of alleged oppression at the homeland brought forth by China.

More than 75 Vietnamese ranging from kids all the way up to seniors started out at City Hall before marching for about 30 minutes, ending up at the Chinese consulate.

The group chanted different sayings, disparaging the Red China occupation, waving signs such as "Say no to Red China Expansionism" and "PM (Vietnam Prime Minister) Nguyen Tan Dung = Traitor."

"They like to bully their neighbours, the smaller ones. We have to stand firm to them and say no, no, no," said Bich Nguyen, a spokesman for the protesters.

He said the bullying techniques have been going on for more than 3,000 years, ramping up in 1974 when China invaded the Paracel Islands just off the coast of Vietnam, occupying it ever since.

The battle over the island cost 74 Vietnam soldiers their lives.

Fourteen years later, China did the same thing with the Spratly Islands.

"We want to voice our objection to China," he said.

While Nguyen has lived in Canada for 30 years with the majority of his family, his in-laws are still in Vietnam.

"We are here to show our solidarity to the people of Vietnam," he said.

"To show them they are not alone. They are fighting an uphill battle against oppression."

Nguyen said there were similar protests in Vietnam. However, these ended a lot differently.

"They arrested them up in busloads, they just came and wrapped the demonstrating people," he said.

"That's very sad. How can you arrest the people who express their patriotism."

The Vietnam government continues to do nothing about it, according to Nguyen.

The protesters asked the Vietnam government to release all protesters, political prisoners and conscience prisoners, as well as a boycott of Chinese goods they say are of poor quality and aren't safe for users.

11 Dead in China from Suspected Tainted Vinegar - Voice of America (blog)

China's state news agency said Monday that 11 people died and at least 120 were sickened after consuming vinegar that had been put in barrels once used to store toxic anti-freeze.

The Xinhua news agency said residents of Sangzhu village in China's northwest Xinjiang region consumed the vinegar during a large Ramadan feast on Saturday, following a day of fasting. All the victims were ethnic Muslims. Xinhua said children as young as six were among the dead.

Earlier this month, officials in north China's Shanxi Province denied allegations that vinegar produced there had been tainted with an additive of cheap acid.

China has been hit with numerous food safety scandals in recent years, many involving the addition of dangerous additives to foods to lower the cost of production.

In 2008, at least six children died and nearly 300,000 were sickened by milk made from powder laced with melamine, an industrial compound that was added to give misleadingly high results in protein tests.

Sugar Jumps on Brazil Crop Concern, Chinese Demand; Coffee Gains - Bloomberg

Sugar rose in London to the highest in a month on concern the crop in Brazil, the biggest producer, will fall below forecasts, and as China increased imports. Coffee and cocoa also gained.

Sugar output in Brazil’s Center South, the world’s largest producing region, may fall below 31.5 million metric tons, according to Commerzbank AG. Last year the area produced 33.5 million tons of sugar, according to Sao Paulo-based industry group Unica. In China, sugar imports were 256,474 tons in July, compared with 110,799 tons in June, the customs office said today.

“In Brazil, we are seeing increasing confirmation of disappointing crop results,” Commerzbank analyst Carsten Fritsch said in a report today.

White, or refined, sugar for October delivery rose $23.70, or 3 percent, to $810.60 a ton by 10:51 a.m. on NYSE Liffe in London, the highest since July 22. Raw sugar for October delivery advanced 0.32 cent, or 1 percent, to 31.28 cents a pound on ICE Futures U.S. in New York.

Sugar content in Brazil’s Center South continues to fall below expecations, industry researcher Datagro Ltd. said in an e-mailed statement Aug. 18.

Robusta for November delivery rose $33, or 1.4 percent, to $2,333 a ton in London. Arabica coffee for December delivery rose 0.7 cents, or 0.3 percent, to $2.706 a pound in New York.

Cocoa for December delivery rose 12 pounds, or 0.6 percent, to 1,901 pounds ($3,134) a ton in London. Cocoa for December delivery was up $13, or 0.4 percent, at $3,017 a ton in New York.

Official calls for better sentiments between Chinese, Japanese people - Xinhua

BEIJING, Aug. 21 (Xinhua) -- Wang Chen, director of China's State Council Information Office, on Sunday called for more efforts to improve the sentiments between the Chinese and Japanese people.

"People-to-people exchanges are heart-to-heart exchanges, which is playing an increasingly important role in the bilateral ties between China and Japan," said the official, adding that those are the best ways to deepening understanding, trust and good feelings between nations.

Wang made the remarks at the 7th annual Beijing-Tokyo Forum held in Beijing to promote understanding and strengthen ties between the two nations.

China and Japan have witnessed great leaps of people-to-people exchanges over the past decades since the normalization of diplomatic relations between the two countries in 1972, Wang said.

A total of 5.7 million Chinese and Japanese people visited each other's country in the year of 2010, compared to some 10,000 when the relationship was normalized, according to the official.

"We need to make more efforts to increase dialogue and exchange between the people of the two countries from all walks of life, to make more people become staunch supporters and enthusiastic participants in advancing the China-Japan relations," said the official.

Days before Sunday's forum, a public opinion poll on Chinese and Japanese's views of each other's country was released, showing that 28.6 percent of grassroots Chinese citizens have positive views on Japan, while 20.8 percent of Japanese have positive views on China.

The forum gathered some 300 participants from various circles in the two countries and they conducted dialogues on issues covering politics, economy, media and security.

The forum, held annually since 2005, is jointly organized by China's biggest English newspaper, China Daily, and Genron NPO, a Japanese think tank.

Africans hold own view on Chinese aid - Xinhua

KAMPALA, Aug. 21 (Xinhua) -- Over the years China has scaled up its aid to Africa making it a formidable force on the continent to the dismay of Western donor agencies and countries.

For the African governments, it never gets as good as this. Many of them are happy about China's increasing economic interest in the continent that is in dire need of pulling millions of its people out of poverty.

The assistance provided by China is fast, easy and effective, according to Okello Oryem, Uganda's minister of state for international affairs.

For China, there is little discussion on economic policy and good governance, hallmarks of Western support.

The Chinese government has re-echoed its intentions over again, saying its aid to Africa is based on friendship, mutual respect and South-South cooperation.

For Victoria Sekitoleko, a Ugandan and a former representative of the UN Food and Agriculture Organization in China, the Asian country does not thrust its aid down the throat of any African country.

"China does not thrust anything down your throat, what they do, they serve a la carte, they put out a table and you choose what you want and they give it to you," she told Xinhua in an interview on Aug. 9.

She argues that Western aid has a lot of strings attached for instance good governance.

"Where would Africa be if China said you know until you are governed well, we are not going to give you anything," she said.

"Who decides good governance, who is to judge how Africa which is 54 countries is governed and therefore China should not come in because it is not looking at good governance, there is more to life than good governance," she added.

Sekitoleko argues that the development partners need to come together and help pull Africa out of the poverty situation it is facing, instead of focusing on issues that may not have a direct impact.

"Let's first talk about finishing poverty and then we talk about good governance," she said.

Oryem just like Sekitoleko argues that Africans have a direct say in what they get from China unlike some Western aid that is decided in different capitals back in Europe or the United States of America.

"The difference here is the aim to meet the purpose, whereas the aid we ask from China directly relates to our wishes an intentions, some of the aid from the West are predetermined at base say in London or Washington," Oryem said.

He said Africa continues to ask the West to align their aid to the national development plans or the wishes of the different governments.

While Western aid cannot be dismissed in the development of Africa, it is the strings attached and the master-servant relations that Africans do not like.

Africa's disgust with Western aid in comparison with Chinese aid is that the West continues to remind African countries of how much aid they receive from them and therefore they must listen to them.

With Chinese aid, according to Oryem, when they give it to you they do not constantly remind you of how much aid you get from them.

He argued that Africa should not be dictated to on who should be its enemies or friends just as the continent does not choose for anybody their friends or enemies.

"Their enemies might be our friends and our friends might be their enemies. So we should be respected to choose our friends and determine who should be our enemies," he said.

The challenge some African countries face with Chinese aid just like any other aid is the absorption capacity.

For instance Uganda, according to Oryem, large additional flows of external resources can strain government capacity for macroeconomic management to a point where additional aid may not be effective in achieving its intended results.

Chinese students value American experience - Springfield News-Leader

Despite its limitations, Chinese students say a special business program at Missouri State University has provided them with a valuable American experience.

MSU's China Executive MBA program offers easier access to an American university, through which they can experience American education and get to know the U.S. culture and its people the way tourists cannot while improving their English, the students say.

"It has changed the way I think," said Shi Yao, who worked in financial consulting in Beijing,

"There are really great teachers who can stimulate your ability to think creatively."

Kong Jing of Beijing said, "Generally speaking, I've learned a lot. ... The professors are always well prepared. They want you to apply theories in real life. They ask open-ended questions to get different views from students."

The benefits extend beyond education.

After a year, Shi said he became a better cook, a typical achievement for Chinese students in the United States, and that he got to visit more than a dozen U.S. cities.

With excitement, he recounted a dangerous car climb in the Rocky Mountains. "Now, I've learned how to travel long distances by myself," Shi said.

Likewise, Kong said she had visited 10 or so cities before her summer graduation.

Through travel, she came to know the country is less homogenous than she had thought, Kong said.

Fang Xuying, a former employee of CNOOC, China's largest producer of offshore crude oil and natural gas, said he seized every moment and every possibility to explore America outside the classroom. He said he visited nearly 40 states.

"I only needed B's to graduate," Fang said. "I controlled my grades -- I did just enough work to get B's and I spent the rest of my time to understand this country.

"I wanted to know how this country is different," Fang said. "I wanted to know what makes this country so advanced."

His schedule was taxing, but Fang said had a lot to do in a year.

"I wanted to improve my English. I kept meeting new people," said Fang, who attended free community English classes, went hunting and visited many churches in Springfield.

He found Americans to be religious. "It's a good thing they have faith," Fang said.

Fang, who worked as a college teacher briefly in China, was impressed with his American professors.

"Each professor has a different syllabus -- that's really remarkable," Fang said. "They were strict. They were serious about academic integrity -- you cannot cheat, you cannot be dishonest."

Ruan Shiman, a public health worker from Shandong, graduated from the program last year. She said she found Americans friendly.

"Most Chinese people thought American didn't put family in a very important position as Chinese do," she wrote in an email to the News-Leader. "But as the time [went], we knew American regard family as the most important thing in their life and have the same value as Chinese people, although they didn't [live] with their parent."

For Kong, one surprise was to discover the religious side of America.

"I was really shocked to see how many Americans go to church, how much they value their faith," Kong said.

Wang Han, who graduated from the program in 2009, said he has kept in touch with friends he made in Springfield, especially his host family.

"The academic program itself did not change my viewpoint of the United States, but I came to know more about the country through living there for a year, especially my weekly visit to Park Crest Baptist Church," Wang said.

Living in the States has improved his English and ability to listen, and the experience abroad boosted his self-confidence, Wang said.

He has been recommending the MSU program to his Chinese friends.

"I selfishly want more people to visit Springfield," Wang said. "I would recommend them to live with a host family and go to church every week."

Vietnam stops anti-China protest, detains many - Reuters

HANOI (Reuters) - Vietnamese police detained scores of people taking part in an anti-China rally in Hanoi on Sunday in defiance of a government order to end a string of demonstrations that has stretched three months and put authorities on edge.

One witness said plainclothes police forced around 40 demonstrators onto two public buses and drove them away within minutes of the start of the demonstration. A blogger who has chronicled the demonstrations and has contacts among the regular protesters said at least one bus left with 19 people aboard.

It was the 11th anti-China rally in an unprecedented series of public protests that have taken place nearly every Sunday since early June against what Vietnamese see as China's violations of their country's sovereignty in the South China Sea.

"We're very concerned that protesters were arrested by the police and call for their immediate release," said Phil Robertson, deputy head for Asia of Human Rights Watch.

"Sadly, the over-reaction of the authorities was shown by the fact that the police outnumbered the protesters, and their aggressive actions to prevent the assembly from going forward. These protesters have done nothing wrong, the police should release them unconditionally."

The Hanoi city government on Thursday had issued an order to end "gatherings, demonstrations and spontaneous marches" and threatened to take "necessary measures" against those who defy the order.

In response, 25 prominent intellectuals and others connected to the demonstrations wrote a petition to the Hanoi People's Committee saying the order was unconstitutional. The letter was posted online.

The anti-China demonstrations started after the Vietnamese government made public a case in late May in which it said Chinese patrol ships harassed a Vietnamese seismic survey ship operating in Vietnamese waters.

In addition to Vietnam and China, four other nations -- Brunei, Malaysia, Taiwan and the Philippines -- also have competing claims to parts of the South China Sea.

The Hanoi government notice on Thursday said they were interfering with diplomatic efforts in the dispute with China.

The demonstrations have so far not exceeded 300 people, but Vietnam's Communist Party brooks no opposition and analysts say it is nervous about Arab-style protests against autocratic rule.

The blogger, Nguyen Xuan Dien, said police had several people in recent days to urge them to refrain from participating in the protests. Another activist who declined to be identified said "scores" of people had been confined to their homes or otherwise hindered from attending on Sunday.

It could be said that China has engaged the west by fighting without fighting.

Which is why the Georgetown University men's basketball team received a Shanghai Surprise in its game the other night against the Bayi Rockets in China.

The game devolved into a fight worthy of the spectacle at the Palace at Auburn Hills, rather than the Great Hall of the People.

The only thing missing was an appearance from Ron Artest.

So much for ping pong diplomacy. Try KO diplomacy. All of the punches, kicks and chairs that were thrown represented a Great Leap Forward into what some dubbed "The Great Brawl of China."

Before their trip, the State Department advised the Georgetown players to think of themselves as sports diplomats on a mission to foster better relations between the countries

While on a diplomatic mission to China, Vice President Biden had just attended an exhibition match between another Chinese team and Georgetown the day before. This would have disintegrated into a major international incident had such an altercation broken out with the vice president in the grandstands for this game.

But there was an incident surrounding Biden's visit. Mike Memoli of the Tribune Company reports that Chinese security thugs roughed up some reporters while trying to cover some remarks by the vice president.

Two incidents. Two days.

This isn't your Nixon's China.

Rarely does a day go by on Capitol Hill without a lawmaker giving some speech, proclaiming how the U.S. is losing out to China. There are hearings about trade with China. Hearings on China's artificially inflated currency. Discussions about the growing strength of China's military. Forums on human rights in China. Symposia on China's environmental record. And during the most recent crisis over the debt ceiling, many pointed out how China holds staggering amounts of U.S. debt and gold.

Bruce Lee called it the art of fighting without fighting.

Lee died in 1973, after the filming "Enter the Dragon." It was first martial arts movie to become a major motion picture. It forever bestowed Lee with a special, posthumous status in the martial arts and entertainment world.

There's a pivotal scene in "Enter the Dragon" where Lee and others are sailing to a martial arts tournament. Lee was small, only 5"7" and about 135 pounds. But he was all muscle and lightning fast. In the film, a strapping bully is shoving deck hands around the boat, challenging them to fight. Each declines. Finally the goon gets to Lee and asks him his "style" of combat. Lee informs the man it's the way of "fighting without fighting." The man insists that Lee demonstrate some of his moves. Lee thinks about it for a moment and suggests they board a skiff tied up alongside the larger vessel. Lee points out there's an island in the distance and they can sail to on the skiff and spar on the beach.

After some consternation, the man agrees and climbs into the skiff. And then Lee lets out the tow line attached to the smaller craft. It sends the ruffian floating out to sea.

Fighting without fighting.

In recent years, "fighting without fighting" has been the modus operandi of China when engaging the U.S. Gobbling up U.S. debt. Producing goods at lower prices and selling them abroad. Hosting the Olympic Games. Marking the Yuan at one-to-one against the dollar.

Perhaps things are changing.

American energy and mineral firms find themselves at a vast disadvantage in Africa. U.S. firms adhere to certain environmental and labor standards when mining for riches in Africa. Not so when the Chinese enter the picture.

One cannot pin this exclusively on the contretemps that erupted on the court the other night or in the way the Chinese treated American reporters during the Biden visit. After all, the Hoyas and the Bayi Rockets had a cordial meeting the next day where the sides shook hands and talked. The rest of Biden's visit has been rather smooth.

But these two episodes, only hours apart, are demonstrative of an evolving, more muscular China. A China that's no longer deferential to the west. One that's more aggressive. One that could be more willing to enter into geopolitical fisticuffs rather than "fighting without fighting."

India is China's biggest rival. It's located in the same neighborhood, is also a nuclear power and boasts a similar population.

And unlike China, India is also the world's largest democracy.

It's clear that the United States bet on India as its ally versus China.

Congress returns in a few weeks. And the China rhetoric will ignite again. Discussions on trade, human rights, currency and debt will rise to the fore.

Granted, the Georgetown episode was just a basketball game. But competition between the lines has long served as a proxy war for certain nations. Look at all of the medal counting between the United States and Soviet Union during the Cold War. Consider how the U.S. refused to participate in the 1980 Summer Games in Moscow after the U.S.S.R. invaded Afghanistan. The Soviets returned the favor four years later at the Los Angeles Summer Games.

The same was true with the space race. One wonders how the U.S. might respond if China were to launch a serious effort toward conquering the final frontier.

But it will be interesting to study what if any influence these recent incidents in China have on America's foreign policy toward China. Granted, they are micro events. But they could impact relations on a macro level. Especially if China continues to feel its oats and becomes more confrontational in the coming years.

Perhaps the era of fighting without fighting is over.

France's Sarkozy to meet Hu in Beijing next week - Reuters

PARIS, Aug 21 (Reuters) - French President Nicolas Sarkozy will meet Chinese President Hu Jintao in Beijing on Thursday for impromptu talks that will most probably centre on the recent turbulence in global financial markets.

Sarkozy, whose country holds the Group of 20 presidency this year, is adding a stop-off in China to a trip to the French South Pacific territory of New Caledonia following his discussions with several world leaders on sinking world markets.

His office said he would meet Hu at 5 p.m. local time (0900 GMT) on Thursday for talks followed by a dinner. He will fly on to New Caledonia the same night, for his first visit to the archipelago territory since taking power in 2007.

On what will be Sarkozy's sixth visit to China as French president, the two leaders may discuss a Franco-German proposal to tax financial transactions, a highly divisive idea that would only be effective if supported widely around the world.

They will most probably also discuss France's G20 agenda before a likely G20 ministerial meeting on the margins of the annual IMF and World Bank gatherings in Washington in late September and a summit of G7 finance ministers in Marseille, France, earlier that month.

Sarkozy has been pressing to get Chinese backing for his G20 goals, which include seeking ways to lessen economic imbalances and reduce market speculation and commodity price volatility.

Only a hard-fought compromise kept Beijing on board at G20 finance talks in February to agree on indicators to gauge global economic imbalances.

The two leaders last met in March, also in Beijing, when Sarkozy visited China to attend a seminar in the city of Nanjing on ideas to reform the international monetary system.

They also met last November on a state visit by Hu to France where Sarkozy received him with full military honours.

The NATO-led military intervention in Libya has put some strain on relations after China abstained from the U.N. Security Council vote authorising a no-fly zone over Libya and has been critical of coalition air strikes.     BEIJING —  After widespread criticism in China of Washington?s recent debt-ceiling gridlock and with expanding fears of another recession that could imperil the value of China?s huge stake in U.S. debt, Vice President Joe Biden and Chinese leaders labored Friday to cast the U.S. economy?s weakness as a passing phase.

    The day?s exchanges, first with Vice President Xi Jinping and then with Premier Wen Jiabao, only underscored the extent to which the world?s two biggest economies are inextricably linked, and the concern each side has that disruptions on one side of the Pacific might spill over to the other.

    In Friday?s discussions, however, the previously outspoken Chinese muted their concerns, while Biden proffered repeated assurances that the United States would overcome its fiscal and economic troubles. Yet, Xi, the presumed successor to President Hu Jintao, obliquely referred to the shifting balance of fiscal power between the two nations by citing a ?fundamental change? in their economic relationship.

    No longer, he said, is America the sole source of money and technology, and China the source of factory labor.

    ?More and more, Chinese businesses are going to the United States to make investments and start businesses,? he said, ?contributing their part to the growth of the U.S. economy and the creation of jobs in the U.S.?

    Biden enthusiastically endorsed more investment by China in the U.S. economy, telling Xi, ?It means jobs, it means American jobs.?

    The White House was expected to reveal later that Chinese firms had committed to $965 million in purchases of U.S. exports and investments in U.S. businesses, said one administration official who spoke on condition of anonymity because the deals had not been officially announced.

    Meeting later with Biden in Zhongnanhai, the Chinese leadership?s manicured compound in central Beijing, Wen reiterated his faith in the strength of the U.S. economic system and praised Biden for his assurances that Chinese holdings of Treasury bonds were secure.

    ?In spite of the difficulties facing the United States economy at present, I have full confidence that the United States will overcome these difficulties and get its economy back on the track of healthy growth,? he said. ?The prosperity and stability of the United States is in the interest of the whole world.?

    It was especially important, he added, that Biden had assured ordinary Chinese ?that the United States will keep its word and its obligations with regard to its government debt, it will preserve the safety, liquidity and value of U.S. Treasuries.?

    Biden replied that ?no one has ever won betting against the American economy,? adding, ?U.S. Treasuries ? we?re going to take care of very closely, not merely because China owns 8 percent of them but because the Americans own 85 percent of them.

    ?Very sincerely, I want to be clear that you have nothing to worry about,? he said.

    The Chinese have made America?s rising debt and concerns about its economic strength a central topic in Biden?s private discussions here. Since arriving Wednesday evening, the vice president has met with Wen, Xi, Hu and Wu Bangguo, who heads China?s quasi-legislature, the National People?s Congress.

    ?The political leadership is worried as much about the popular reaction within China to the possibility that they will lose money on Treasuries as they are worried themselves,? said Nicholas R. Lardy, a China economic expert and senior fellow at the Peterson Institute for International Economics in Washington.

    Lardy added, however, that China?s problem is largely of its own making because Beijing has resisted appeals to let the renminbi rise to its market value. The cheap renminbi has fueled Chinese exports, powered the economy and caused its trade surplus to balloon, but China?s vast accumulation of foreign currencies has left it exposed to the risk of devaluation.

    ?It?s not a completely free ride,? he said.

    Georgetown holds make-up session with Chinese team

    Georgetown basketball coach John Thompson III and two of his players held a make-up session with the coach and two players from the Chinese military team, the Bayi Rockets, on Friday, the morning after a chair-throwing, on-court brawl that led to an abrupt end to their exihibition game on Thursday, the Washington Post reported.

    Players Jason Clark and Hollis Thompson represented Georgetown at the brief meeting that took place at Beijing Capital Airport shortly before the Hoyas left for Shanghai, where the team will spend the five days of its goodwill tour of China.

    Coach Adi Jiang and players Chen Yu and Lehei De were in the Bayi contingent, and the meeting centered around letting go of any bad feelings between the two teams.

    The sides exchanges autographed basketballs, and Jiang showing Thompson pictures of his family. Thompson suggested perhaps Chinese youths could come to the United States to attend Georgetown's summer basketball camp next year.

    China invests heavily on protection of Tibet's intangible cultural heritage - Xinhua

    LHASA, Aug. 21 (Xinhua) -- China has invested more than 60 million yuan (9.38 million U.S dollars) on the preservation and development of Tibet's intangible cultural heritage (ICH) over the past six years, a senior cultural official said Sunday.

    The Ministry of Culture has allocated 32.58 million yuan for the preservation and inheritance of Tibet's ICH, said Yang Zhijin, vice minister of culture, at the 3rd China Tibetan Culture Forum that opened in Lhasa on Saturday.

    The government of Tibet Autonomous Region also invested nearly 30 million yuan for its ICH, said Yang, who is also vice president of the Chinese Association for Preservation and Development of Tibetan Culture.

    Yang said his ministry will take other measures over the next five years to further promote the preservation of Tibet's ICH.

    Among the measures is a preferential policy toward Tibet's ICH preservation in regard to financial support.

    More than 3,000 people were mobilized to conduct surveys on Tibet's ICH, during which nearly 500 ICH items were recorded and more than 1,000 ICH inheritors were listed.

    A total of 76 ICH items, including traditional Tibetan medicine and paper, the Thangka painting and Langma dance and music, were registered as country-level ICHs, while 53 Tibetan artists were listed as country-level ICH inheritors, according to Yang.

    Yang said the Ministry of Culture will help improve the living and working conditions of those ICH inheritors for their teaching and exchange activities.

    China has also set up a research institute and a special fund for the compilation and publication of the Epic of King Gesar, the world's longest orally narrated epic poem that relates the heroic deeds of legendary lord of Gesar, Yang said.

    He added that the ministry will feature more Tibetan ICH items on the nationwide promotion and exhibition activities in order to introduce Tibetan culture to the entire country and the world as well.

    The two-day forum was attended by more than 400 Tibetan experts from 17 countries and regions.

    The first forum was held in Beijing in 2006, and the second was held in Kathmandu, Nepal, in 2007.

    PHNOM PENH, Aug. 21 (Xinhua) -- A Communist Party of China (CPC) senior official and Cambodian King Norodom Sihamoni Saturday afternoon underscored the traditional friendship between the two countries, which they said should be carried on by future generations.

    Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and also secretary of the Commission for Political and Legal Affairs of the CPC Central Committee, told the king at their meeting that it is the common wish of the two peoples to further consolidate the comprehensive strategic partnership between China and Cambodia as the 21st century has entered the second decade.

    Deepening that relationship is also in the fundamental interests of both sides and conducive to regional peace, stability and prosperity, he said.

    The profound friendship fostered by the Cambodian royal family and generations of Chinese leadership and time-tested in the changing global situation is the common treasure of the two nations and the two peoples, Zhou said. Such a traditional bond should be passed on to future generations, and it is hoped that the king could visit China from time to time, he said.

    Zhou said China will, as always, back Cambodia's efforts to preserve national unity, develop its economy and improve people's well-being, and respect Cambodia's own choice for the development path that best suits its national conditions.

    He noted that since Sihamoni ascended the throne in 2004, Cambodia has maintained political stability and economic growth, with improving living standards and rising international status. He said he believes that under the leadership of the king and Prime Minister Hun Sen, the Southeast Asian nation would achieve even greater progress.

    For his part, Sihamoni said the Cambodian people are always grateful for China's enduring support and assistance in all aspects, and for the good treatment his parents Norodom Sihanouk and Norodom Monineath Sihanouk received in Beijing.

    He said the Cambodian royal family has always been committed to promoting the bilateral friendship, while firmly adhering to the one-China policy and actively working with its close Chinese friends in a unremitting effort to consolidate the bilateral ties and inject new momentums to that relationship.

    Zhou arrived here late Friday for an official goodwill visit.

    Cambodia is the third leg of Zhou's five-nation Asian tour after Nepal and Laos. He is set to leave Cambodia on Sunday and continue his visit to Tajikistan and Mongolia.
